These records are part of Office of the Second Auditor. Public Debt: Coupon and Registered Bonds, Sterling Bonds, and Certificates. These records contain a register of certificates issued upon the surrender of old bonds. The Second Auditor was required to number the certificates and calculate the amount for which a bond should be issued. These certificates were issued in amounts of $100, $500, $1000, $5000, and $10,000 on sterling 5% bonds, and as fractional certificates. These records cover the period from July 1, 1871 to May 1, 1884.

An act of the General Assembly approved March 23, 1839, provided for additional capital for the James River and Kanawha Company. The Company was given full power to borrow on the credit of the corporate funds, $1,500,000. A specified format for the certificates of debt was offered, with the state treasurer underwriting the guarantee.
